Support the NDA to develop the appropriate GCF institutional structure to plan, implement and monitor the GCF country programme. This shall include :
Strengthen the coordination mechanism, technical and operational capacities, as well as human resources of the NDA office;
Develop a no-objection procedure to review and select projects;
Establish a monitoring and oversight system for national climate finance, including GCF initiatives;
Develop a multi-stakeholder coordination and consultative platform that meets regularly to discuss and coordinate the progress of the GCF country programme.
Support the NDA in the development of a GCF country programme, identifying mitigation and adaptation priorities, and following GCF’s guidance ( http://www.nab.vu/document/gcf-country-programme-development-guide ). The GCF country programme should be developed by undertaking the following:
An analysis of key climate change priorities, national circumstances, strategic documents (ex.: Horizonte 2020, the National Adaptation Programme of Action (PANA), the Intended Nationally Determined Contribution (INDC), the de Acción Nacional de Lucha Contra la Deforestación y Degradación de tierras en Guinea Ecuatorial, etc.);
The development and execution of a thorough and inclusive stakeholder consultation plan and engagement process, including the organization of consultations with key government actors from all relevant sectors, civil society organisations, community and indigenous people representatives, women representatives, as well as the private sector;
The integration of gender criteria and indicators in the assessment, evaluation and prioritization of GCF projects/programmes, and promote gender-responsive implementation of activities
