Environmental Incentives is seeking a senior-level Biodiversity or Natural Resources Management Specialist to serve as a Senior Advisor for this 118/119 analysis. The Senior Advisor will provide technical guidance to the Team Lead and three subject matter experts (geospatial, marine, and Indigenous Peoples) making up the consultant team.
The Senior Advisor will report to the Team Lead and IDEAL’s technical manager at Environmental Incentives, and contribute to the development and implementation of all client deliverables. This includes providing inputs into a work plan, consultation itinerary, and approaches to stakeholder consultations and qualitative data collection. The Senior Advisor will review and provide feedback on preliminary findings and the draft and final analysis reports in accordance with established protocols and quality standards. The assignment for the Senior Advisor will be 8 working days. The period of performance will begin as early as November 2024 and conclude by the end of July 2025.
RESPONSIBILITIES AND ACTIVITIES
The Senior Advisor will:
- Contribute to the planning, development, analysis, and reporting for the 118/119 analysis, including reviewing key sections as delegated by the Team Leader.
- Contribute to the review of secondary data prior to field data collection.
- Contribute to the development of key informant interview guides and site visit protocols for field data collection, as delegated by the Team Lead.
- Contribute to the development of a detailed itinerary for virtual and in-country consultations and limited site visits in fulfillment of the work plan.
- Contribute to analysis and synthesis of qualitative data from consultations and secondary datasets as necessary to respond to overarching objectives of the 118/119 analysis.
- Review the draft report for accuracy and completeness.
- Participate in regularly scheduled meetings throughout the activity lifetime.
QUALIFICATIONS
Minimum Qualifications
- Bachelor’s degree in biology, ecology, zoology, forestry, ecosystem conservation, political ecology, environmental policy or planning, or a closely related field; and at least 13 years relevant experience OR Master’s degree in biology, ecology, zoology, forestry, ecosystem conservation, political ecology, environmental policy or planning, or a closely related field; and at least 11 years relevant experience.
- Subject expertise in one or more of the following: natural resource management, governance and/or institutions; tropical forestry; wildlife conservation; inland waters, marine or coastal ecosystems; sustainable landscapes or land use; indigenous peoples; GIS; community-based conservation; USAID policy and planning in biodiversity sectors. - Strong knowledge of institutions, regulations, and legal frameworks in forestry, wildlife, marine, and/or related environmental sectors in Peru.
- Excellent communication, analytical, writing, and presentation skills in English.
- Strong organizational and interpersonal skills.
Preferred Qualifications
- Expertise assessing linkages between forest and biodiversity conservation and development programming in non-environment sectors such as agriculture, food security, economic development, and governance.
- Broad understanding of geospatial perspectives to inform development priorities and planning.
- Knowledge of the USAID Program Cycle and strategic planning process.
- Proficiency in Spanish is preferred but not required.
