Under the supervision of the Country Director, the Project Officer will be responsible for supporting the identification, development, and implementation of nature and climate-related projects, focusing on natural resources, agriculture, irrigation, biodiversity and the blue economy. The role involves engaging with government agencies, international organizations, financial institutions, and local stakeholders to promote sustainable and resilient development in the Philippines.
The responsibilities of the Project Coordinator include but are not limited to the following.
Responsibilities and Duties
1. Project Identification and Development
Identify and assess new project opportunities related to natural resources, agriculture, irrigation, climate adaptation, biodiversity conservation, and sustainable marine and coastal resource management.
Conduct sectoral research and contribute to feasibility studies for potential projects.
Engage with government agencies, NGOs, and private sector stakeholders to structure and co-develop projects.
Organize and participate in missions, workshops, and technical discussions to refine project concepts.
Assist in the financial structuring of projects, including sovereign and non-sovereign financing options.
2. Project Implementation and Monitoring
Support the execution and follow-up of ongoing projects, ensuring compliance with AFD’s operational procedures.
Coordinate with AFD headquarters and technical departments to monitor project progress and risks.
Participate in supervision missions, field visits, and stakeholder meetings to track project impact and efficiency.
Analyze project financial reports, procurement documentation, and disbursement requests.
Ensure the alignment of funded projects with AFD’s climate and biodiversity strategies.
3. Policy Dialogue and Strategic Engagement
Contribute to national and regional dialogues on Natural Resources, agriculture, blue economy and environmental protection.
Represent AFD in working groups, conferences, and policy discussions related to this field.
Build strategic partnerships with other development banks (ADB, World Bank, EU), research institutions, and local organizations.
Monitor the evolution of main policies and regulatory frameworks related to this fied in the Philippines and Southeast Asia.
4. Knowledge Sharing and Communication
Produce sectoral analyses, policy briefs, and thematic reports on natural resources, biodiversity and blue economy.
Contribute to AFD’s internal knowledge-sharing initiatives.
Support the communication strategy of the Manila office, including the drafting of project summaries, press releases, and web content.
Participate in transversal tasks and undertake any other task as assigned by the Country Director.
Who are we looking for?
1. Education & Experience
Master’s degree in Environmental Science, Natural Resources, Agriculture, Sustainable development, Development Economics, or a related field.
At least 2–3 years of experience in project management related to natural resources, biodiversity conservation, marine ecosystems, or climate change.
Experience working with development institutions, NGOs, or government agencies on sustainability projects.
Familiarity with natural resource management, climate/nature finance mechanisms, and international environmental frameworks.
2. Key Skills & Competencies
Strong analytical and project management skills.
Excellent interpersonal and negotiation abilities, with the capacity to engage multiple stakeholders.
Ability to work independently, manage priorities, and meet deadlines.
Proficiency in English (written and spoken); French is a plus.
3. Working conditions
Ability to travel across the Philippines for field missions and stakeholder meetings.
Contract: one year renewable contract through an outsourcing company.
