Description

The Financial Manager is part of the U.S. Region operations team and of EDF’s Enterprise Operations department.  The Financial Manager is a key contributor in the operation of the budgetary, financial monitoring, grant and contract administration, and operational control systems for key aspects of the Region.  Primary responsibilities will include systematically gathering, analyzing and reporting on income and expense data for the program.

The Financial Manager will be asked to organize data, build spreadsheets, make charts and help spot variances and issues in budget making, budget administration, and other program-wide issues and systems, and will represent program finances as appropriate to other departments in the organization.  The Financial Manager will work with staff throughout the Region and in other departments to ensure the production of timely, accurate and insightful financial information. The Financial Manager will take part in coordinating program wide budgetary controls and work closely on projects and efficiencies that improve operating systems.

KEY RESPONSIBILITIES

  • Develop and manage the annual budget submission in coordination with U.S. Region management, Region staff, finance staff and development staff.
  • Review monthly reports of actual vs. budget results; investigates, analyzes and explains variances from budget for income and expense line items; and advises Region managers, Region staff and finance staff on trends and issues of concern.
  • Organize data and create clear and accurate presentations, including spreadsheets, graphics and accurate, insightful summary material.
  • Manage the Region’s labor models and staffing allocations
  • Collaborate with staff across programs and departments. Serve as one of the team’s primary contact with finance, development and budget managers in other programs at EDF to develop best practices for operations.
  • Take part in enterprise-wide finance and operation committees in order to improve business processes within program and EDF as a whole.
  • Participate in departmental meetings and trainings with both the Enterprise Operations & Economics and US Region teams.
  • Develop new project budget proposals submitted outside the annual budget in conjunction with Region management, Region staff, finance staff and development staff.
  • Facilitate grant proposals with accurate and detailed budgets with work with Region and development staff. Ensure mechanisms are in place for timely and accurate reporting of awarded proposals.
  • Assist Region management with periodic milestone reporting and the completion of annual milestone report in conjunction with submission of the annual budget.
  • Identify and advise on the reallocation of resources as appropriate. Coordinate with the Program operations staff the proper allocation of resources to meet the program’s operational priorities. Coordinate the hiring of consultants, ensuring process and contracts are in accordance with EDF guidelines, with special attention to potential international issues.
  • Serves as a primary contact with the finance, accounting and development staff to insure coordination of financial management efforts and timely resolution of issues.
  • Review expenses, contracts, and grant proposals/reports that relate to assigned budget areas. Work with staff to ensure that expenses are coded properly and paid in a timely fashion.
  • Supervise a Program Operations & Grant Specialist, serving as source of technical expertise
  • Supervise program associates as applicable
  • Educate staff regarding the budget process and financial management.
