Description

The Climate Finance Access Network (CFAN) was established to support developing countries in unlocking access to finance to achieve their climate objectives. By cultivating a network of highly trained climate finance advisors, CFAN builds long-lasting capacity in developing countries to (1) identify the sources and instruments for delivering climate finance, (2) work closely with climate finance providers, and (3) structure financing for mitigation and adaptation investments. CFAN works across developing countries with a focus on Least Developed Countries and Small Island Developing States.

In 2020, the Government of Canada announced a contribution of CAD 9.5 million to establish CFAN. This funding will support CFAN in deploying climate finance advisors in 30 countries by year-end 2021 and scaling up to 50 advisors by 2024. CFAN is currently fundraising for operations through 2024 and beyond. The CFAN Network Coordinator (initially RMI) is responsible for designing and implementing CFAN’s advisor training program, supporting climate finance advisors working in-country, developing long-term country capacity beyond the tenure of CFAN advisors, and facilitating collaboration among CFAN’s institutional members. CFAN’s membership includes over a dozen organizations working to improve climate finance access in developing countries.

Position Overview

CFAN is seeking an experienced Blended and Climate Finance Manager to guide CFAN’s advisor cohorts in designing climate finance projects and proposals, while also working alongside the CFAN Director and Project Director on supporting the expansion of the CFAN network and program. The Blended and Climate Finance Manager will support the Project Director who is the primary point of contact for national Climate Finance Advisors before, during, and following their tenure in-country, and will support the design and facilitation of the advisor training and in-country workshops.

Responsibilities

  • Advise countries, donors, and project developers on financial structuring of projects (including blended finance, financial mechanisms, and products)
  • Lead or support the development and analysis of financial and economic models, and understanding non-financial benefits across different mitigation and adaptation projects and sectors
  • Support advisors on funding and structuring climate projects, how to create the partnerships, business models, conduct economic and financial analysis and structures required to secure both funding for project development and for project operation
  • Facilitate knowledge and know-how exchanges on financial structuring within and between cohorts of advisers
  • Advise on the design and facilitation of financial modules within the advisor training program and delivering online and remote in-country workshops on finance
  • Mentor staff at senior associate level and below, developing a cohesive, enthusiastic, supportive, and high-performing team culture
  • Represent RMI and the CFAN team to external partners and public audiences at conferences, meetings, and through written materials
  • Demonstrate organization-wide leadership jointly with other RMI managers, helping maintain a culture of impact, accountability, and entrepreneurship
