Description

Global shipping is a major contributor to greenhouse gas (GHG) emissions that are driving the climate emergency. Ocean Conservancy is undertaking a campaign to greatly reduce these emissions, targeting international shipping at the International Maritime Organization, maximizing opportunities with high ambition countries generally, and reforming U.S. domestic policy to fully decarbonize shipping and ports.

The Shipping Emissions Policy Manager contributes to the campaign by identifying and advancing federal and state policies (fiscal, programmatic, regulatory) that will accelerate a just and equitable transition to zero carbon shipping and ports in the U.S. and globally. The Policy Manager will oversee policy research and analysis, coordinate with other Ocean Conservancy teams and external coalition partners, reach out to companies and other potential partners, and assist in media outreach. The Policy Manager will work closely with other Shipping Emissions colleagues to ensure that U.S. policy aligns with and supports our global policy goals and strengthens U.S. leadership in international maritime decarbonization policy processes.

The ideal candidate will be a progressive and proactive teammate who works effectively across culturally, ethnically, and racially diverse teams and coalitions, and who is passionate about researching and analyzing conservation issues.

This position is based in Washington D.C. but can work remotely until CDC guidance and Ocean Conservancy policy change.

PRIMARY RESPONSIBILITIES

  • Develop or analyze and revise policies that support the development and deployment of vessels, alternative fuels, and landside infrastructure that will eliminate GHG emissions and air pollution from the maritime sector and ensure environmental justice and equity.
  • Lead on analysis and research that identifies solutions to the challenges of shipping decarbonization and generates evidence in support of potentially effective policies.
  • Devise and execute policy advocacy strategies in collaboration with internal Ocean Conservancy teams and external civil society allies, including leading in the coordination of coalitions focused on shipping decarbonization.
  • Build key relationships with policymakers and industry actors through engagement, education, and advocacy.
  • Assist with coordinating domestic and international policy targets related to shipping emissions.
  • Support outreach to media and stakeholders, including representing Ocean Conservancy on priority policy recommendations.
