Description

For 50% of their time, the Environmental and Social Safeguards Manager will design and lead the development of the organization’s Environment and Social Safeguards Framework. They will integrate existing research, guidance, and feedback from internal and external stakeholders. They will provide recommendations for needed internal structures, including for implementation and monitoring (such as policies, tools, and staffing resources). They will provide recommendations on internal rollout of ESSF, including development of training programs and educational materials.

For the other 50% of their time, the Environmental and Social Safeguards Manager will support the implementation of the existing TNC-GCF social and environmental safeguard policy and the related Environmental and Social Management System (ESMS). They will assist project teams in address safeguard issues in projects funded by the GCF. They will ensure that TNC staff and partner organizations have a full understanding of the safeguard documents and related processes. They will ensure that environmental and social risks are identified and where present, avoided, mitigated and appropriately managed. They will advise TNC staff and partner organizations on ESMS application and monitor it across projects. They will undertake reviews and prepare safeguard reports for the GCF as needed. They will guide the process to enhance and regularly review the ESMS.

They will prepare and regularly review guidelines, handbooks, and staff instructions on the social and environmental safeguard policy and its electronic and web-based materials. They will coordinate the team providing ESMS and ESSF briefing and training sessions to TNC staff and partner organizations. They will coordinate the team disseminating ESMS and ESSF-related tools and best practices

RESPONSIBILITIES AND SCOPE

  • Design and lead collaborative, complex, and diversified projects, coordinating the work of other professionals, managing budget, and ensuring accountability;
  • Work proactively towards implementing organizational and departmental strategic goals;
  • Direct or participate in negotiations for complex, high profile or sensitive projects and initiatives;
  • Ensure compliance with TNC policies and procedures and external (donor/legal/IRS) requirements; decisions may have organization-wide impact and bind the organization financially or legally;
  • Facilitate strategic dialogues with senior-level stakeholders, in order to articulate a vision, synthesize and vet plan of action, identify key issues, develop potential solutions, and implement plans to deliver targeted outcomes;
  • Lead new programs/initiatives that will ensure program and organization-wide goals and strategies are achieved;
  • Maintain confidentiality of frequently sensitive and emotionally charged information;
  • Manage and implement strategic initiatives with broad impact by collaborating with key stakeholders to enhance overall performance in accordance with short and long-term objectives;
  •  Act independently and resolve complex issues within scope;
  • May develop and administer budget, evaluate results, and develop corrective strategies, as needed;
  • May supervise one or more administrative or professional staff, including training, professional development, establishing clear directions, setting “stretch” objectives, and overseeing execution of day-to-day work;
