Description

Capacity development is one of the strategic cross-cutting areas of the Program. The services that the program develops with partners are demand-driven and include capacity development components to assure long-term use of the service by partners and stakeholders. The expected results are measured in multiple ways: the gains in institutional capacity and performance improvement due to the use of geospatial technology, data, and information; the number of people trained; the number of working groups that share geospatial data and knowledge.

The CDS will interact with authorities and technical teams of our regional stakeholders to identify priorities and needs, design proper trainings, evaluate the quality of trainings and propose improvements. The CDS will also provide training on GIS programs on an as needed basis, either in the Amazonia or the Caribbean. Some travel may be needed if COVID restrictions are lifted. THE CDS will interact actively with the technical teams to identify the most adequate training to be provided to the stakeholders involved in the services being co-developed under the Program.

Key Responsibilities

  • Design and implement a comprehensive capacity building program (strategy and work plan) in application of Earth Observation/remote sensing, GIS, and geospatial related fields in environmental disciplines, mainly in support of the co-development of the Program services.
  • Design e-learning and face-to-face training activities targeted at decision-makers, policy- makers, professionals and graduate level students in environmental sciences related to the Programservice areas, Program management, MEL, communications, private sector involvement.
  • Lead the undertaking of activities that aim atbuilding and institutionalizing the technical capacity of decision-makers of the region in the geoinformation related fields.
  • Engage and collaborate with national and international institutions in the field of training and capacity development inEarth Observation developing collaborations that foster content development
  • Organize the different modules of the capacity building program in the Amazonia region, and in the Caribbean, with a view to encouraging the application of different tools, data and products developed by SERVIR-Amazonia.
  • Lead the development of capacity building needs assessments, surveys, training evaluations and maintenance of all capacity development related inventories, assuring differentiated availability and access to resources to the Program Management Unit and broader user groups. Organize and archive capacity building material (e.g. documents, guidebooks, digital audio-visual material, etc.), in coordination with capacity building trainers and the GIT (Geospatial Information Technology) team from the Hub.
  • Participate and contribute in the preparation of activity and MEL reports to USAID, NASA and internal as required.
  • Work under the supervision of the SERVIR-Amazonia Program Director and in coordination with the Science & Data Lead, User Engagement Lead and the Communications, MEL and KM Coordinator, USAID and NASA representatives, as well as the whole PMU team in the development of organic training programs.
