POSITION SUMMARY

This position holds dual responsibility – The Regional (APFD) Financial management and Singapore Program operations. This includes the long-term and day-to-day management of the planning, budgeting, compliance, and reporting processes as well as overseeing all financial transactions including grants and contracts.  This position reports to and coordinates closely with the Senior Director for the Asia Pacific, and supervises a team of 3.

This position will manage external financial reporting to donors; internal reporting to the Asia Pacific including proposal development and financial management of APFD budgets, revenue, and cash. It supports financial performance analysis, compliance with CI financial policies and donor requirements, long-term financial planning, and donor audits.

The Director manages Conservation International Singapore’s financial, accounting, donor, and grant management functions and works to ensure management has the timely and relevant financial information needed to make informed decisions, ensures that sound donor and grant management policies and practices are adopted and implemented. They will lead the control and management of CI Singapore’s IPC compliance requirements as well as the regulatory obligations of the Singapore-registered Conservation International Asia Pacific entity. These responsibilities include filing of annual returns and AGM, oversee annual statutory audit in accordance with Singapore financial standards, leads the preparation and submission of annual reports. The Director will lead budget and revenue forecasting efforts and develops short- and long-term budgets, financial projections, and strategic plans.

RESPONSIBILITIES

REGIONAL FINANCE

Budget and Financial Reporting – External and Internal

  • -Review and sign-off the external donor financial report for APFD donors  
  • -Lead the budget development for new donor proposals and opportunities including multi-divisional proposals.
  • -Manage the internal financial reporting for APFD programs.  This will include
    • -Preparing regular budget versus actual reports for all APFD programs with an analysis of the variances
    • -Managing the multi-year budgets for donors
  • -Manage the internal reporting for cross-divisional projects for review with program leads and staff in other divisions.
  • -Develop, manage and monitor the annual operating budget for APFD. 
    • -incorporating the long-term funding assumptions into the annual budget allocations,
    • -balancing the operating expenses to approved donor budgets
    • -leading the annual budgeting process, and providing guidance and support to the country’s Operations Leads during this process. This includes:
  • -Submit the annual budget information to the Senior Director of Operations for review and approval.
  • -Manage and monitor the APFD budget in CI’s budget system (Planner) to ensure that every month all budget changes are updated in the system and that revenue and expenses are aligned.
  • -Prepare regional budgets for submission and approval to donors
  • -Review all procurement requests for APFD
  • -Review and oversee accounting in each country program office, ensuring transactions are properly recorded, classified, and supported with appropriate documentation.
  • -Ensure compliance with reporting standards, CI policies, and donor/partner requirements.
  • -Manage the year-end closing for APFD to ensure that costs charged to donors for the year align with the available budget.
  • -Support all other APFD-related queries on CI’s annual audit
  • -Support the SDO with the development & maintenance of long-term planning models for APFD programs as required

Revenue & Cash Management

  • -Manage the incoming grant registration process for relevant funds, ensuring that all donor agreements, amendments, and incoming revenues are properly recorded.
  • -Lead the internal revenue allocation process, ensuring CI’s financial systems accurately reflect agreed-upon budget allocations between divisions and programs
  • -Monitor & project cash balances for all relevant APFD donors.
  • -In close coordination with the Country Operations Leads, submit requests to donors for payment.

SINGAPORE OPERATIONS

Financial Management

  • -Manage the program’s budget and ensure timely and accurate financial reporting. Work with program leadership to identify and implement follow-up actions when necessary.
  • -Oversee the timely, complete, and accurate recording of accounting transactions. 
  • -Ensure compliance with CI policies and procedures and local reporting requirements.
  • -Ensure compliance with Singapore financial standards and IPC requirements including annual statutory audit, reports, and filing of annual returns and AGM
  • -Prepare the regular finance report to the AP and IPC Board
  • -Oversee grants administration and donor reporting.  Manage budgeting, reporting, and financial compliance of grants and donor agreements. 
  • -Lead annual and ad-hoc budgeting and financial modeling.
  • -Ensure the effective and efficient stewardship of CI’s financial resources. 
  • -Manage other financial issues that arise, including risk management.

Business Operations

  • -Align operational functions with program priorities and maximizing operational effectiveness. Recommend changes in business processes and structure as needed
  • -Support operational programs, fundraising, and system roll-outs.
  • -Assist in identifying and addressing issues of high risk.
  • -Perform related duties as assigned.
  • -Working with Program Leader on identifying capacity needed and staffing plan
